The origin of this phrase goes back to the time of courtly society in the Middle Ages. At that time, the art of flower language or "language of flowers" was very popular. Flowers were used to convey certain meanings and messages. For example, red roses stood for love, white lilies for innocence, and red carnations for admiration.
So if a person had something unpleasant or critical to say, they could express it through their choice of flowers and their meanings without directly offending or hurting the person. In this way, the person could convey their message "through the flower" and still remain polite and respectful.

However, a word like “Sauerstoffflasche” (“oxygen tank”) was spelled like this even before the spelling reform, because the second part of the compound word (“Flasche”) starts with multiple consonants, whereas for all the other examples (“Tuch,” “Saite,” “Fahrt,” “Papier”), it starts with only one. As you can probably tell, this was a complicated mess, so I believe this part of the spelling reform actually makes a lot of sense.
